PED.EF is a web application developed by ENEA. Based on a limited set of inputs (general information on the city, municipal energy accounting, municipal programs and plans, projects, public lighting infrastructure and energy communities) the tool provides the preliminary assessment and technical feasibility to support Local Authorities aiming to drive to Positive Energy District. Thanks to PED.EF it is possible to identify the Enabling Factors which must be in place to drive towards Positive Energy District. PED.EF output verifies that the minimum level of Enabling Factors which support the transition to PED are in place - within the given boundaries - and highlights the ones which need to be implemented to fulfil the goal. Thus PED.EF is the tool that supports Local Authorities in developing technical and economic feasibility study. The selected case study refers to the city of Parma, one of the fifty-three pilot cities approaching climate neutrality signing the Climate City Contract within 2024, including a Positive Energy District in Municipality Strategic Plan. Indeed, cities are leading on climate action but still face significant structural barriers: organizational, procedure and procurement, technical and funding. Thanks to PED.EF it will be possible to identify barriers, thus enhancing the existing Enabling Factors to count on, boosting Positive Energy District area within city boundaries.
