The scenario of regional and urban planning in Europe shows very different ways of dealing with the many problems specific to the regions and towns of our present era, beginning from the national laws and the practices governing the region adopted by the public authorities at different levels. The research and practices in planning, in this area, exhibit very different and complex histories and experiences, which can be divided into some basic types of “similar” families, and which scientific research has highlighted and compared at different times. Therefore, taking a look at the research in this broad area, can highlight a wide and interesting range of operative models and tools, underlying urban culture and the various legislative and administrative frameworks. However, it can, overall, provide signs concerning a series of important questions which are a feature of contemporary planning experience, and which are currently summarized into recurring key words – efficiency, effectiveness, sustainability, fairness and management. From this viewpoint, some specific issues are especially important - the forms and roles of general urban-planning, strategic planning, local planning and public-private partnerships. Concerning these issues, this contribution presents a brief overview of some of the important approaches in planning, recalling the underlying features, particularities and main operative tools. On the basis of the analysis, some reflections regarding the research's main points and direction are consequently presented, and where it is also possible to identify important references for the specific and particular national experience in planning in Italy.
Il panorama della Pianificazione territoriale e urbana in Europa mostra modi molto diversi di trattare molteplici problematiche peculiari del territorio e della città della nostra epoca, da parte delle leggi nazionali e delle pratiche di governo del territorio poste in atto da autorità pubbliche di differente livello. La ricerca e la pratica della pianificazione, in questo campo, presentano storie e vicende differenziate e complesse, che possono essere distinte in alcuni tipi fondamentali di famiglie “omogenee”, che la ricerca scientifica ha evidenziato e posto a confronto in diversi momenti. Uno sguardo di ricerca a questo esteso campo, quindi, può evidenziare una estesa e interessante gamma di modi operativi e di strumenti, sottesi a culture urbane e ad assetti legislativi e amministrativi diversi, ma può soprattutto fornire indicazioni riguardo ad una serie di importanti nodi problematici che caratterizzano l’esperienza contemporanea della pianificazione, e che vengono correntemente sintetizzati in alcune parole-chiave ricorrenti: efficienza, efficacia, sostenibilità, equità, gestione. Alcuni temi specifici, in questa ottica, sono particolarmente significativi: le forme e i ruoli del piano urbanistico generale, la pianificazione strategica , la pianificazione locale, il partenariato pubblico – privato. Riguardo a questi argomenti, il presente contributo presenta un sintetico quadro di alcuni importanti approcci nazionali alla pianificazione, dei quali vengono richiamate caratteristiche di base, particolarità, e principali strumenti operativi. Sulla base della suddetta analisi si indicano quindi alcune riflessioni di sintesi e direzioni di ricerca, entro le quali si possono anche individuare riferimenti significativi per la nostra specifica e particolare esperienza nazionale della pianificazione.
