The article analyses the difficult conditions of two multiethnic regions after the end of WW1 and the collapse of Austria-Hungary, Both South Tyrol and Transylvania experienced the occupation government of the Italian and Romanian armies, which however adopted very difficult strategies in order to reform the administration of those regions immediately after the end of hostilities. The documents regarding this first phase (1918-1920) are thus essential to debate about the minority question and the attitude that the postwar governments showed towards their new citizens, interpreting the prevalent model of Nation-States.
