There are many theories and results regarding the advantages and disadvantages of different levels of collective bargaining. Calmfors e Driffill in 1988 concluded that centralized or decentralized collective bargaining structures will produce better macroeconomic performances. Today many support these conclusions without considering that they were based on several strict economic modelings. Subsequent research often has not confirmed the conclusions. The consequences of collective bargaining structure on economic firm performance are less analyzed. For this reason, it is important to consider the results of Braakmann and Brandl’s research. According to them, productivity increases are more often found in two tier collective bargaining when the two levels have rules regarding their role and content. In Italy, for many years a national survey on collective bargaining was not available. At the same time, there was a controversial debate on how to change collective bargaining structure. Finally, in 2013 Istat carried out a national survey on this topic. The results have been not widely used. One limitation was that the elementary data were not made available. In the next survey, this should be a goal. Debates and different opinions should be based on a good understanding of collective bargaining data.
Su vantaggi e svantaggi di diversi livelli di contrattazione esistono teorie, analisi e risultati spesso divergenti. L’analisi di Calmfors e Driffill nel 1988 riteneva che i sistemi centralizzati o decentralizzati dessero risultati macroeconomici migliori. Molti ancora oggi danno per confermate queste conclusioni senza considerare i vincoli che il modello richiedeva. La ricerca successiva spesso non ha confermato i risultati. Gli effetti della struttura contrattuale sulla performance aziendale sono meno analizzati, per questo si riportano i risultati della ricerca di Braakmann e Brandl che dimostrano la superiorità, per gli incrementi di produttività aziendale, dei sistemi a due livelli contrattuali regolati negli ambiti di competenza. In Italia per lunghi anni è mancata una rilevazione nazionale sulla presenza e sulle caratteristiche della contrattazione aziendale, mentre il dibattito sulla necessità di modificare la struttura contrattuale era acceso. Finalmente nel 2013 l’Istat ha condotto un’indagine, ma è stata poco utilizzata, e soprattutto non sono stati forniti i microdati che avrebbero favorito un’elaborazione dettagliata e una seria discussione basata sui dati.
