The EFFACE project has researched many different aspects of environmental crime. In order eventually to produce policy recommendations, it has been necessary to draw together the results of this research. This has been undertaken in the framework of a SWOT analysis (analysing strengths, weaknesses, opportunities and threats). The results of a SWOT analysis provide the platform for subsequent policy formulation. The authors concluded that the best way to bring the conclusions of the analysis together was through the identification of key opportunities. It is these opportunities which allow specific strengths to be built on, weaknesses addressed, etc. The opportunities identified were found to be at three governance levels – European Union, Member State and International.
