The "Disaster Management Cycle" illustrates the process in which act to reduce the impact of catastrophes, to respond immediately to a disaster and adopt measures for recover the ante quem performances. Although the construction sector is traditionally associated with the reconstruction phase in the long term, there is a growing awareness of how the various practitioners of the built environment have an important role in anticipating, evaluating, and preparing the response and the post-disaster recovery. The settlement is vulnerable as a system; therefore, there is need for a large-scale approach to develop strategies and guidelines to follow in the steps conventionally known as prevention and reconstruction. From this point of view to plan includes the setting of a priority order in which activities will take place. Through the analysis of case studies of Italian historical centers, the shown model aims to propose preparation strategies to the crisis through a matrix approach, based on the material data of the construction, integrating vulnerability analysis, the constructive characters and evolutionary stages, on aggregates, with an urban/systemic approach to the definition of priorities for action in the historic town.
