Impatto e valutazione della ricerca scientifica

The evaluation of the different activities carried out in universities (research, teaching and recently also the ‘third mission’, namely the impact the university has on society as a whole) are the main tool used for management control and they constitute the ‘interpretative key’ to know and analyse in depth their operation. Each area should be assessed through appropriate and well-balanced criteria: the research in the humanities and social sciences represents a particular issue, as, for its distinctive characteristics, it is not suitable for the application of bibliometric methods. The article focuses on some specific aspects: the monograph’s role, the criteria to be adopted for a strict peer review, some possible distortions in researchers’ behaviour induced by the assessment, and the contribution that libraries and library and information studies could provide.

La valutazione delle diverse attività svolte nell’università (ricerca, didattica e, recentemente, anche la ‘terza missione’, vale a dire l’impatto che l’università ha sulla società nel suo insieme) sono il principale strumento utilizzato per il controllo di gestione e costituiscono la ‘chiave interpretativa’ per conoscerla e analizzarne a fondo il funzionamento. Ciascun ambito va valutato con criteri appropriati e ben calibrati: un problema particolare è costituito dalla ricerca nel campo delle scienze umane e sociali, che, per i suoi caratteri distintivi, non è adatta all’applicazione di metodi bibliometrici. L’articolo si sofferma in particolare su alcuni aspetti specifici: il ruolo della monografia, i criteri da adottare per una peer review rigorosa, alcune possibili distorsioni nei comportamenti dei ricercatori provocati dalla valutazione, il contributo che il mondo delle biblioteche e degli studi biblioteconomici potrebbero fornire.
