Although in the third millennium the use of systems and tools ICT based is now predominant, there are few research that link social aspect with the economic level of impact. This paper aims to investigate some theoretical approaches and identify certain economic guidelines to investigate. Technological, largely marked oriented, functionalist and instrumental worldview dominate ICT world. The intention of this paper is to challenge the dominance of such purely instrumental views and to suggest new direction toward future trends. So we critically try to evaluate the social impact of the ICT that, in the world, is central to both economy and society. Many various visions like market-oriented, functionalist and instrumental views by suggesting a critical neo-humanist alternative.

Abstract
