In 1915 Paolo Orlando, Councillor for Agro Romano and Annona of the Municipality of Rome, entrusted to the Artistic Association between Architecture Cultori (AACAr) the full study of the new township of Ostia Marina, according to the model of the garden city, and of its Master Plan (February 1916). The graphic and photographic documentation preserved at the Study Centre for the History of Architecture has identified in Gustavo Giovannoni as a member dell'AACAr, with his reflections and his theoretical contribution, the main protagonist of the proposed Ostia Marina. This is in relation to the identification and development of planning policies relating to building growth of the city of Rome, following the formulation of the 1909 plan, and about the real impact on the project guidelines.
Nel 1915 Paolo Orlando, assessore all’Agro Romano e all’Annona del Comune di Roma, affida all’Associazione Artistica fra i Cultori di Architettura (AACAr) lo studio completo della nuova borgata di Ostia Marina, secondo il modello della città giardino, e del relativo Piano Regolatore (febbraio 1916). La documentazione grafica e fotografica conservata presso il Centro di Studi per la Storia dell’Architettura ha permesso di individuare nella figura di Gustavo Giovannoni quale membro dell’AACAr, con le sue riflessioni e il suo apporto teoretico, il principale protagonista della proposta d’impianto per Ostia. Questo sia in relazione all’individuazione e messa a punto degli indirizzi urbanistici relativi alla crescita edilizia della città di Roma, successivi alla formulazione del piano del 1909, sia circa l’effettiva incidenza sugli indirizzi progettuali.
