Analysis of social and physical fabrics of the Italian cities reveals the absence of structured policies, fit to respond to housing crisis. Social Housing models, adopted across Europe have built a case literature of possible strategies able to fulfill new needs by regenerating degraded part of the urban environment. The essay presents the building rehabilitation of a housing estate located in the center of the city of Turin, oriented to the transformation in Temporary Housing. Both the project and the process are characterized by a dialectical approach as to material and immaterial aspects of the context and pretend to meet the demands of a part of the population that lives in temporary conditions of economic vulnerability. The case study represents an Italian “best practice” and proposes a strategic methodology to be employed in the absence of a regulatory framework of reference, in order to guide the entire transformation; within the process, new tools to renovate the public housing heritage are suggested.
