The book is the outcome of the shared work carried out by the members of the Center of ‘Planning Viable Sustainability with Emerging Regions’ (PVS) – Department of Planning, Design, Technology of Architecture (PDTA) – in order to valorise the research and didactic activities focused to the internationalization towards both countries involved by the Cooperation Programs and the emerging ones. In particular, the book includes the proceedings of the First National Conference promoted and organized by the Center PVS in 4th of February, 2014. As not a great deal of reflection and debate on practices and interventions of the, so called, ‘third sector’ as well as intervetions for the development, the Conference's aim was to initiate a conversation/debate among experts, professionals and practitioners on the activities which Italian planners, architects and designers carry out in the above sector. After a Opening Keynotes Section, the Conference has been organized in two Parallel Sections. The papers presented within the First Section ¬ entitled ‘Resources & Public’ and chaired by Daniela De Leo and Sergio Zevi) – explored the use of natural, human and technological resources within those processes of planning, production and consumption which be able to improve local rural communities; as well as, papers which offered proposals and interventions aimed to develop human/socio-economic conditions through the redesign new and the upgrading of the areas dedicated to the retail, to the conviviality, to the cohabitation, to the sociability. Instead, the Second Section – titled ‘Needs & Development’ and chaired by Loredana Di Lucchio, Francesca Giofrè and Elio Trusiani – has collected those papers with a focus on housing, on social architecture and on cultural and productive improvements according to the social demands and to the approach of sustainability, as well as those papers which concerned the enhancement processes of city and land transformation and development, preserving the historical and landscape identities, the technical knowledge and the local cultures. As results, the First Conference of the Center PVS has been an useful opportunity to understand how to ‘strengthen’ the academic experimental activities towards the ‘Third Countries’ – as well as the collaboration with external partners – which could be a great opportunity for Universities to experiment, innovate, learn and develop knowledge useful to train new professionals able to operate in this sector. Moreover, the book collects also contributions from: prof. Antonello Biagini (Pro-rector for the International Cooperation in Sapienza Università di Roma), prof. Tonino Paris (Director of the Department PDTA), Elio Trusiani (Director of the Center PVS), Daniela De Leo, Loredana Di Lucchio, Francesca Giofrè, Sergio Zevi. These contributions testify to the importance of the internationalization activities and the support given by the Department PDTa to the Center PVS provided by all disciplinary fields.

Abstract
The book is the outcome of the shared work carried out by the members of the Center of ‘Planning Viable Sustainability with Emerging Regions’ (PVS) – Department of Planning, Design, Technology of Architecture (PDTA) – in order to valorise the research and didactic activities focused to the internationalization towards both countries involved by the Cooperation Programs and the emerging ones.
