Sia pietra che carta che terreno, la Forma costituisce il riferimento nel tracciamento delle città di fondazione. Il contributo analizza il ruolo assunto dal tracciamento nella realizzazione della città ovvero dei segni riportati su pietra o carta che definivano gli assi urbani e la posizione degli edifici maggiori. Tali tracciati segnati a terra (per esempio il Sulcus primigenius) prima della nascita della città, ne costituivano il manifesto entro il quale darle vita. Tale procedura, consueta nell’Impero romano, si ritrova, con fini propagandistici, nelle città di fondazione degli anni ‘30
