E pluribus unum. Risorgimento,liberalismo, federalismo amministrativo

This essay aims at demonstrating that the model of a large financial devolution, able to mix the needs of the new unitary organization with the traditions and interests of the old Italian States, was not extraneous to the political platform elaborated, between 1861 and 1861) by the greatest Italian Liberals (Cavour, Luigi Carlo Farini, Marco Minghetti). After the failure of this attempt, in 1881, Minghetti himself would relaunch this scheme for a financial federalism, through which each Region would transform into an organization economically responsible for the utilization of public resources.
