The durability or non-durability of the social pact among citizens, which represents the cornerstone of the laws of equality and citizenship, has not yet reached public attention as a real threat in the historically most developed western countries. And yet, major changes are being made to the form and organization of rights to social services such as healthcare and public education, as well as social security. The reason being that it is now quite clear that the cost for the community is continuing to increase without the clear formulation of any strategies that are able to curb spend-ing while maintaining or improving the services’ characteristics. The buildings used to support the provision of services for the community, whether they are linked to education and training or to healthcare and social-welfare services, play a key-role in the sustainability game. Firstly because, traditionally speaking, they are facilities which consume a large amount of resources in terms of energy, but also and above all in terms of personnel, equipment and materials. Secondly because potentially significant savings can be obtained from the challenge to improve the efficiency of organizational procedures and build-ing models, such as to make it possible to ‘reset’ the trade-off between social spending and the pact among citizens on tax collection.
