Il contributo analizza la risoluzione 2178 (2014) in cui il Consiglio di sicurezza "legifera" direttamente sui combattenti terroristi stranieri, stabilendo tuttavia che le misure adottate dagli Stati per contrastare questo fenomeno debbano conformarsi al rispetto dei diritti umani.
