In recent times have became popular, even in Italy, consensual models of urban planning based on transfer of development rights for a balanced development. Development rights are transferred from natural areas, farmland and historic landmarks into cities, urban fringe, for achieving additional development. But often, development rights are transferred separately from sending areas and receiving areas: the book aims to reconstruct problems and prospects of transfer of development rights, in light of the recent rules introduced in the Civil Code (art. 2643, 2 bis).
