Il paesaggio-paradigma per alcuni punti qualificanti di una Agenda Urbana

The "landscape", as a new paradigm, can be used to renew the territorial planning. It also can be an active critical tool in the design and the planning of territorial transformations. Nevertheless is right in the design of new infrastructure, that the landscape-paradigm, demonstrates innovative relevant capabilities. The landscape-paradigm provides a broader set of parameters to formulate and to assess the hypotheses of transformation, integrates the indicators with new and different dimensions and suggests not only the criteria for the actions but a new way of thinking. Through an interpretation of Khun's theory we can say that the measurability of a parameter evokes "the idea of the world": it chooses the winning alternatives and physically shapes the world. The trans-regional mobility of the new highway link in the south-east of Rome is an opportunity to test innovative landscape indicators. This investigation demonstrated the real feasibility of different modes of infrastructure's territorialisation: these are based on more sustainable "corridors" but also on more articulated relationships with the territorial context. The paper retrieves the theoretical fundamentals of the landscape-paradigm, relates on the unpublished outcomes of a study in which new landscape indicators are applied to infrastructure alternative corridors, offers some new research approaches useful to the redefinition of a more actual model of infrastructure's territorialisation.

Per rinnovare il progetto di territorio si può usare il "paesaggio" come nuovo paradigma, anche come critica attiva degli strumenti di Piano e Progetto delle trasformazioni. È proprio nelle infrastrutture che il paesaggio-paradigma dimostra capacità innovative rilevanti. Offre un set di parametri più ampio per formulare e valutare le ipotesi di trasformazione, integra gli “indicatori” con grandezze diverse e nuove, suggerisce non solo misure ma un modo di pensare. Interpretando Khun possiamo dire che la misurabilità di un parametro evoca "l’idea del mondo”: sceglie le alternative vincenti. Plasma fisicamente il mondo reale. La mobilità trans regionale del bypass Roma sud-est è occasione di sperimentazione di innovativi indicatori di paesaggio. Tale sperimentazione ha dimostrato la concreta praticabilità di diverse modalità di territorializzazione delle infrastrutture: basate su "corridoi" più sostenibili ma anche su relazioni più complesse con il territorio. L'articolo richiama i fondamenti teorici del paradigma-paesaggio, relaziona sugli esiti inediti di una ricerca sull’applicazione di nuovi indicatori di paesaggio a corridoi infrastrutturali, propone percorsi di ricerca utili alla ridefinizione di un più attuale modello di territorializzazione delle infrastrutture.
