In recent years, the evolution of the institutional and policy of the EU is also measured through the progressive growth of its financial autonomy. In fact, only the latter, in determining the tax and fiscal autonomy, makes possible the implementation of some key economic policy decisions such as determining allocative priorities and with the purpose of consolidation of mechanisms for economic stabilization. Experience has also shown the potential of the EU budget as an instrument of economic regulation in two important areas such as agricultural policy and the policies of the development of the weaker areas.
Negli ultimi anni, l’evoluzione istituzionale e politica dell’Ue si è misurata anche attraverso la progressiva crescita della sua autonomia finanziaria. Infatti, solo quest’ultima, nel determinare l’autonomia impositiva e di spesa, rende possibile l’attuazione di alcune fondamentali scelte di politica economica quali la determinazione di priorità allocative, anche con finalità redistributive e di consolidamento di meccanismi di stabilizzazione economica. L’esperienza passata, inoltre, ha mostrato le potenzialità del bilancio dell’Unione quale strumento di regolazione economica in due settori di rilievo quali la politica agricola e le politiche di sviluppo delle aree più deboli.
