It is argued that the debate on the bargaining reform should be considered in an analytical framework, both aggregated and disaggregated, which takes into account the heterogeneity of firms and of territorial development. Investigating the causes of the crisis solely in the Italian labour market leaves out important aspects – among these macroeconomic policies, (the lack of) industrial policy, a genuine policy of territorial balance – without which any labour market policy is vain. The high level of aggregation also leads to neglect important aspects of differentiation, if not to make real measurement mistakes, with important implications for the diagnosis and proposals for action.
Si sostiene che il dibattito sulla riforma della contrattazione va calato all’interno di un’analisi, a un tempo aggregata e disaggregata, che tenga conto dell’eterogeneità delle imprese e dello sviluppo territoriale. Ricercare le cause della crisi italiana unicamente sul mercato del lavoro, infatti, lascia fuori aspetti importanti - fra questi le politiche macroeconomiche, la (mancanza di una) politica industriale, una vera politica di riequilibrio territoriale – senza i quali qualsiasi politica sul mercato del lavoro è vana. Il livello elevato di aggregazione inoltre conduce a trascurare importanti aspetti di differenziazione, se non a compiere veri e propri errori di misurazione, con implicazioni di rilievo sulle diagnosi e sulle proposte di intervento.
