We point out first of all the quantitative and qualitative evolution of the phenomenon of decretazione as a matter of urgency and that delegated legislation. It therefore proposes an interpretation according to which the first is mostly the result of pathological absence of a fast track to the Government in Parliament and the expression of a drift of the Assembly, while the second has more physiological characters for the transposition of European law and the christening of complex ordinamentali reforms.
