A common approach to represent the results of impact assessment studies for the use of policy-makers is to quantify externalities in monetary terms wherever possible (“valuation”). This approach is considered to simplify decision-making but may lead to misleading results and over-simplication of complex transport problems. The paper illustrates this for a concrete example for which an impact assessment study was carried out.
