In the framework of international cooperation relations (and not as a mere subsistence) with Countries with a medium range of the HDI, but deep conflicts – which, without fear of contradiction, we can define ‘structural conflicts’ – certainly with great human and intellectual resources, a process of capacity building is based on the ability to: - enhance those existing cultural and Institutional capacity for the realization of a form of self-centred development, - build social and institutional capital, also to contain significant migration processes, that seriously reduce the opportunities set of individuals and society in the context of conflict. In contexts like this, in fact, the cooperation for development through the disciplines of urban and territorial planning, it could be interpreted, especially, in terms of helping these countries to provide tools for research, reflection and action appropriate and adequate to address the main challenges. Furthermore, it is essential that this transition takes place through the local academic institutions supported by the authoritativeness of a University as the Sapienza University, with a great tradition in this field.

Abstract
