THE RICHNESS OF DIVERSITY. REGIONS AND REGIONALISM IN A HISTORICAL PERSPECTIVE

The study of the Charter of Fundamental Rights and the different constitutional projects currently being debates raises several questions concerning the possibility to find a solution to the problem of the mosaic of countries and regional ares that make up Europe (also in view of an anlargement to the East in the near future). Merging diversities entails choices. The litmus test of the Union’s ability to respond will be the european Council to be held in Nice in Decembre. On that occasion, the intergovernmental conference on the modification of treaties will end and the Union will have to prove capable of introducing the necessary innovations to allow it to enlarge to the East.
