This deliverable forms part of Workpackage 6, e-Europe Regions Benchmarking and Advisor group, and in this deliverable it carries out analysis into the domains for the various European regions, providing not only a general picture of the development of ICT in Europe but also allowing us to sketch out policy lines to be followed in the process of implementation of Internet use both by businesses and the general public. Analysis of the surveys will take place here on the level of penetration of ICT in the population (ICT – RPS) and in businesses (ICT – RDMS), achieved using statistical indicators for benchmarking of the Information Society produced in previous Workpackages (WP2 – WP3 – WP4). Analysis of primary data from BISER surveys will take place in this report with a focus on ebusiness take-up and practice by establishments. The data was collected in a pilot survey using the indicators developed and discussed in previous workpackages of the project. The aim of the deliverable is to identify for the domain in question the level of existing infrastructure, barriers, markets, impacts and effects of e-business for companies in the 28 BISER pilot regions. The operationalisation of the indicators in the assessment of the regions allows us to describe multiple situations present today in Europe, to link them to national, industrial policies, to indicate the anomalies between national and regional development models and to show the entrepreneurial initiative of some businesses based in regions which are still prevalently agricultural. In order to support and continue studies produced in the past by the European Union, we have made use of results identified in the e-Europe 2002 project as well as the priorities identified and contained in e-Europe 2005. The document is divided into three main parts: A domain overview is provided in order to define the aim of analysis. An assessment of penetration and diffusion of e-business has been entrusted to specifically designed indicators, for which we chose to calculate and report the minimum, maximum, mean and standard deviation. The information was then analysed using regional PPP per head and then regional grouping on a national base . Conclusions and recommendations for the decision makers.
