In the light of the a reassessment of what happened in some European states and their capitals (representing their main marketplaces) in a pre-industrial stage it can be seen that famines were not independent of the development of grain policies. This analysis will be conducted through the deepening of the Roman case that deserves particular attention for: a) the nature of its vertex (the pope was the spiritual leader of the Church but he was also head of a state); b)we have a number of factors and events that are similar and comparable to those of other larger states; c) the peculiar ecclesiastical state above all in the eighteenth century (the time frame which is enclosed in this analysis).
