In 2010 the ICC granted again a defence motion for permanent staying of proceedgins against Lubanga Dyilo (in DRC); issued a second arrest warrant, for genocide, against Sudanese Head of State, Omar Al-Bashir; denied the defence application challenging the admissibility of Bemba Gombo case and seeking his provisional release (in RCA); authorized investigations on crimes committed in Kenya: this is the first time the ICC exercise its jurisdiction proprio motu. In June 2010, the first review conference, under Art. 123, was held in Uganda. It led to the adoption of some important amendments to the Statute. It was defined the crime of aggression and set out the conditions under which the ICC may exercise jurisdiction over it. However, the ICC will act only with respect to crimes of aggression committed one year after the ratification or acceptance of the amendments by thirty States Parties, and subject to a decision to be taken after 1 January 2017 by a two-third majority of States Parties
