The paper analyzes the actual Italian regulatory framework related to the measures for energy efficiency, to highlight the obstacles for the market penetration of CHP, in particular for the penetration of small scale cogeneration systems (installed capacity below 1 MWe), and to contribute in finding solutions that could be offered from the liberalized energy market to promote their development. The economic feasibility of conventional and innovative cogeneration plants is discussed on the base of the experience carried out on the installed system at the “Sapienza” University of Rome, where a specific interest towards the small scale cogeneration has been pursued, as a consequence of the conviction that the deregulation of the energetic market will lead to the diffusion of distributed generation of energy in alternative to the centralized generation using large power plants. After the description of the actual normative for energy efficiency regarding cogeneration plants, the objective of the present paper is to provide useful material in order to complete the regulatory actions in this field. In particular, the analysis of the effects of the new normative for small distributed cogeneration plants is presented and a proposal to incentivate these systems is discussed.

Abstract
