This contribute is divided in two distinct parts; the first one, published in the previous issue, analyses the impact of the new Basel Capital Accords (Basel II) on Italian firms, and in particular on SMEs which constitute the major part of entrepreneurial tissue. The second part of this contribute, published in the present issue, focuses the role of the Local Government to foster access to credit for SMEs in the aftermath of the introduction of the new framework regulatory capital, highlighting the measures taken and the management tools in the course of implementation, in order to highlight the new role of local finance. After having briefly analyzed the characteristics of the productive fabric of Lazio, the paper propose a methodological approach for the realization of a system of Rating based on both quantitative and quality approach. The goal is to equip local public institutions involved in the local finance with effective instruments to better distinguish between companies worthy of public support and those who are not, and to support small local firms in their relationship with banks
