This contribute is divided in two distinct parts; the first one, published in the present issue, analyses the impact of the new Basel Capital Accords (Basel II) on Italian firms, and in particular on SMEs which constitute the major part of entrepreneurial tissue. Under the new banking regulation, SMEs are treated truly differently according to the approach chosen by the banks to evaluate their creditworthiness, Standardised or IRB, and according to whether the bank includes the SME in the corporate or retail category. The paper outlines the Italian SMEs’ weaknesses generally due to their financial structure, the absence of rating for the major part of firms, their very small dimension. The second part of this research, published in the following issue, focuses the role of the Local Governments to foster access to credit for SMEs in the aftermath of the introduction of Basel II, highlighting the possible measures and the management tools in order to highlight the new role of local finance.
