At the time of the birth of social tourism, in the late nineteenth and early twentieth century, European society was facing great changes. It was born the mass market, with its consumer goods, and this led to the birth of a society covered by vast social and political movements. The irruption of the masses into the stage of history brings up the unions, major political parties, inspired by popular ad socialist movement. This implies a gradual democratization of society as a whole. Economic changes alone would not be able to deploy such complex transformations had they not been accompanied by social and political changes. They are so profound that upset the very meaning of social citizenship. The greatness of the nation no longer based exclusively on the power of armies. The modern state is based on the strength of its economy and the solidity of their Social Organization. For this promotes the common national sentiment and the militant participation of its citizens.
