The aim of this paper is to introduce a normalized index for measuring the variability of statistical rates. We define a suitable absolute index of variability and then we must determine both its minimum and maximum values for applying a normalization procedure to it, obtaining the corresponding normalized one. The statistical distribution with minimum or maximum variability has been discussed widely in the literature for statistical distributions of a non-negative variable. However, these solutions can not be applied without modifications to rates, above all if rates take only values comprised between 0 and 1. We determine analytically the minimum and maximum values of the proposed absolute index and implement an algorithm in R language for calculating the normalized one .
