Road maintenance is critical for safety and efficiency, yet its effectiveness is often hindered by budgetary constraints and fragmented information management (IM). While Digital Twin (DT) technology offers a promising response to these issues, its large-scale adoption is currently limited by a lack of standardised methodolo-gies, particularly for the frequently overlooked planning phase. This study ad-dresses this gap by laying the groundwork for a comprehensive Road DT (RDT) planning framework to support data-driven maintenance decision-making. The research methodology integrates a literature review and systematic content analy-sis with compositional synthesis, analogical reasoning, and a real-world case study to demonstrate the framework’s applicability. The result provides a system-atic roadmap for structuring RDT projects, enabling road authorities to transition toward proactive maintenance strategies and fostering more sustainable, cost-effective, and resilient infrastructure management.
