This article analyzes Taiwanese reactions to the October 2025 publication of the PRC’s “Recommendations for the Formulation of the 15th Five-Year Plan.” Based on selected essays and media commentary, it outlines the main interpretations emerging in Taiwan’s public debate. The Programme is viewed not only as an economic blueprint for mainland China, but also as a political signal with implications for Taiwan. While some commentators see opportunities for economic cooperation, others interpret it as a strategic instrument of pressure, highlighting its ambiguity and geopolitical significance. These perspectives reflect both cross-strait tensions and Taiwan’s internal political divide between the “blue” camp, more open to dialogue under the 1992 Consensus, and the “green” camp, more cautious about engagement with Beijing. Overall, the debate underscores how economic interests, identity, and political strategy continue to shape relations across the Strait.
