Industrial water heritage comprises complex systems of structures and infrastructures historically intertwined with urban fabrics. Among these, ports, arsenals, and industrial river settlements now suffer physical and functional obsolescence following the decline of their original production models. Their protection requires an initial objective census, followed by a critical assessment of their value to guide the recovery and valorization activities. The contribution proposes an original census form on three levels: inventory, expedited cataloguing of the site, and description of the artifacts. Compared with existing models, the census form integrates multiple scales of analysis and a typological classification specific to water-related assets. A critical literature review identifies 20 criteria for site value analysis and 12 for evaluating recovery projects. The results provide an operational, replicable framework and data model to guide conservation, rehabilitation, and enhancement, aligned with the PRIN RE3WORK project and representing its first outcomes.
