The struggle for nature in the cityfrom the semantics of citizenship to legal semantics through social movements and nature-based solutions

This article examines nature-based solutions not only as technical instruments for climate adaptation and urban environmental management, but also as political and legal objects produced through collective struggles over the city. Drawing on Social Systems Theory, it argues that social movements operate as local political-legal organizations that translate environmental conflicts into claims for citizenship, participation, territorial justice, and legal recognition. The article combines theoretical analysis, bibliographic review, and case study research to show how nature-based solutions become objects of democratic participation, legal semantics, and environmental justice.
