This study focuses on the case of the “Extraordinary Commissioner for the remediation of landfills and contaminated sites”, in charge of implementing the necessary interventions to bring landfills in Italy into compliance with current regulations. The analysis, based on an examination of data collected through interviews with the Extraordinary Commissioner’s key figures and documentary analysis, reveals a set of drivers for the transformation of disvalue into value, articulated along four dimensions: social, environmental, economic, and health. Contributing to the academic debate on public (dis)value, the research offers insights for policymakers and public managers regarding effective conversion strategies capable of enhancing societal well-being.
