In 1976 Italy held elections to renew both chambers of Parliament following their second consecutive dissolution. The result was a Parliament lacking a clear majority, at a time when the country was confronting a severe economic crisis and the challenge of political terrorism. This essay reconstructs those events and examines the solutions identified by political parties to provide the country with a government capable of broadening democratic participation within the framework of Cold War dynamics.
