Legislative innovations in times of crisis. The proposal for a new Italian law on territorial governance and the experimentation in the Marche Region

Within the current framework of territorial governance, new planning models are emerging, focused on urban regeneration, the reduction of soil consumption, and regulatory simplification. The legislative proposal put forward by INU and its implementation in the Marche Region represent a key step in the redefinition of Italian urban planning. These legislative instruments respond to the need to move beyond the traditional system and to address contemporary challenges, marking the beginning of a new phase oriented towards flexibility, sustainability, and the revitalisation of urban planning.This article reconstructs the historical, regulatory, and scientific development that led to the new proposal, examining the contributions that have emerged within the national and regional debate, and assessing the innovative scope of the Marche law as the first concrete experimentation of the INU model.
