Through the network of contacts of the Coordinator of the Journal’s Scientific Committee, it was possible to engage with an expert who had previously served at the embassy of a European Union country in the People’s Republic of China. The interview, published anonymously, provides a first-hand account of the involvement of a foreign specialist in the drafting of previous Five-Year Plans adopted by the Chinese government. It sheds light on the broader process of consultation with international actors in the formulation of these programs during the Hu Jintao–Wen Jiabao administration, as well as on the subsequent deterioration of such mechanisms following the rise of Xi Jinping.
