The new millennium has opened, at the same time, with epochal challenges, some as old as the human race, such as great economic recessions, wars, migrations, famines and epidemics, other unprecedented, such as anthropogenic climate change, the depletion of the planet’s natural resources, the excessive consumption of land due to urbanization. Legislation and public decision-makers have a leading role to play alongside universities, as supported by the 2040 Union for the Mediterranean agenda, in order to govern city change. It is a carrier of material and immaterial values, a great book generated by the stratification of historical events, constituting the urban fifth of human action, where daily life takes place, social conflicts are condensed, and the engine of change is set in motion. The objective of regenerating the urban environment in a democratic, equal opportunity- based way can only be achieved with the help of the formulation of a good practice approach to the urban project which is aimed at reconfiguring public space: Every urban policy is successful if it can exploit the momentum of interventions on the public city. As case study we report the work of Rome for the Jubilee 2025, the new democratic identity of Vilnius and the renewal of the central areas compared to the marginalized suburbs, the Villas Miseria, of Buenos Aires. The article proposes a methodological framework and ideas for approaching urban design that responds to contemporary challenges and can promote social justice.
Il nuovo millennio si è aperto, al contempo, con sfide epocali, alcune antiche quanto il genere umano, quali grandi recessioni economiche, guerre, migrazioni, carestie ed epidemie, altre inedite, come il cambiamento climatico antropico, il depauperamento delle risorse naturali del pianeta, l’eccessivo consumo di suolo dovuto all’urbanizzazione. La legislazione e il decisore pubblico hanno un ruolo preminente d’indirizzo insieme alle Università, come sostiene l’agenda dell’Unione per il Mediterraneo per il 2040, al fine di governare il cambiamento della città. Essa è portatrice di valori materiali ed immateriali, un grande libro generato dalla stratificazione degli eventi storici, costituenti la quinta urbana dell’agire umano, dove si svolge la vita quotidiana, si condensano i conflitti sociali e si mette in moto il motore del cambiamento. L’obiettivo di rigenerare l’ambiente urbano in ottica democratica, basata sulle pari opportunità, può avvenire solo con l’aiuto della formulazione di una buona prassi di avvicinamento al progetto urbano che è volto alla riconfigurazione dello spazio pubblico: ogni politica urbana è di successo se riesce a sfruttare il volano degli interventi sulla città pubblica. Come casi studio si riportato i lavori di Roma per il Giubileo 2025, la nuova identità democratica di Vilnius e il rinnovamento delle aree centrali rispetto alle periferie marginalizzate, le Villas Miseria, di Buenos Aires. L'articolo propone un quadro metodologico e delle idee per avvicinarsi al design urbano che risponda alle sfide contemporanee e possa promuovere la giustizia sociale.
