The recent political and institutional events surrounding the fall of the Bayrou Government and the subsequent formation of the first Lecornu Government, which was stillborn, followed by the second Lecornu Government, as well as the difficulties associated with its survival in office — marked by the need for a dense web of compromises among political forces in order to secure the approval of the budget law — offer an opportunity to reflect once again on the resilience of the governmental system of the Fifth French Republic, now facing a crisis that risks evolving from a political crisis into a crisis of regime. In light of this, the essays analyzes the factors which, from a retrospective perspective, have led to the current situation, assessing the impact of the ongoing transformations — particularly those affecting the party system, the political class and society — on the stability of French democracy, on the role of institutional actors starting with the President of the Republic, and on the dynamics currently shaping the relationship between Parliament and Government. Although all the elements necessary to speak of a crisis of regime are present, the conditions for overcoming what many regard merely as a political crisis are also embedded within the system — provided, however, that one abandons the insistence on an ultra-presidential reading of the Constitution.

Abstract
Although all the elements necessary to speak of a crisis of regime are present, the conditions for overcoming what many regard merely as a political crisis are also embedded within the system — provided, however, that one abandons the insistence on an ultra-presidential reading of the Constitution.| File | Dimensione | Formato | |
