This article examines the initial phase of the Covid-19 pandemic in Italy, focusing on structural weaknesses that shaped the vaccination campaign. Adopting a sociological perspective, it highlights how the categorization of Covid-19 deaths and data collection practices carried political and epistemic implications, reflecting power dynamics and institutional legitimacy processes. The lack of an updated pandemic plan, infrastructural gaps, and fragmented governance between the central government and Regions led to improvised and uneven responses nationwide. A comparative analysis of Lombardy, Lazio, and Campania reveals stark regional disparities, exposing a healthcare system undermined by years of underfunding and weak coordination. The article argues that the pandemic amplified long-standing vulnerabilities, raising critical questions about governance capacity and the resilience of Italy’s organizational networks.
