Within the national health service, primary health care has been one of the aspects that best represented the break with the previous system of mutuality, but at the same time it has also been one of the most neglected issues in public health policy. After the failure of some attempts to reconsider the initial set-up, the PNRR invested in the integration of general practitioners and the territorial public bodies (ASL). The new framework of rules, favourable to achieving a more pronounced integration, is interesting and new, but still full of question marks.
