The rift between “public” open competition and “private” employment relationship, established in the aftermath of the so-called privatization of the civil service, is at the root of many knots, which have recently come to a head. Competitions have been done little and badly. First, isolated in their publicistic universe, competitions were marginalized by career progressions and stabilizations of precarious workers, which, also encouraged by private rules, consumed available resources.Then competitions were blocked by austerity policies, which resulted in an overall depletion of human capital.When they were then made, the competitions were made badly, because, excluded by privatization, they were also excluded by reforms.They have become increasingly anachronistic over time because of the way they are conducted.The reform of competitions and their full integration with the other rules of public personnel management, even apart from the legal regime, is now the goal of the "new" reforms announced by the NRP, which are, however, awaited when they are put to the test.
