La fuga dal sistema nazionale di protezione civile e le prospettive della ricostruzione post-calamità: un focus sulle modalità di gestione dell’emergenza ‘alluvione’ in Emilia-Romagna

The essay deals with the extraordinary Commissioner for reconstruction established after the May 2023 flood in Emilia-Romagna, Tuscany, and Marche, for the integrated management of the emergency and post-disaster reconstruction. We highlight the critical profiles that can be recognized in the administrative system parallel to the national civil protection system and the impact on the competences of local authorities. Finally, critical remarks are expressed on the overall structure of the legislative proposals examined by Parliament, which should flow into an organic law containing «Regulations regarding post-disaster reconstruction», as they conflict with the principles of vertical subsidiarity and loyal collaboration
