Talking about smartness, as is well known, is always very complex (Giffinger et al., 2008, Purnomo & Harjanto, 2016). Complexity, in this sense, not only encompasses the merely technical and techni-calistic aspects that cloak the concept of smartness but is also reflected in the multiplicity of processes that are initiated by smartness itself. This paper will focus on the origins of the smartness concept by attempting to investigate its social, economic, and political roots and their close interconnection.

Abstract
