Il metodo della riforma costituzionale per l’introduzione del Premierato

The paper addresses the issue of the constitutional review process for the introduction of the Premiership, reviewing the steps that led to the adoption of the basic text by the first Senate committee on 24 January 2024. In addition, the problems related to the identification of a shared path between majority and opposition that can avoid reaching the referendum phase are analyzed. Finally, with reference to the latter, the question of the possible subdivision of the referendum question is addressed.

Lo scritto affronta il tema dell'iter di revisione costituzionale per l'introduzione del premierato, ripercorrendo le tappe che hanno condotto all'adozione del testo base da parte della Prima Commissione del Senato il 24 gennaio 2024, analizzando inoltre le problematica individuazione di un percorso condiviso tra maggioranza e opposizioni che possa evitare di giungere alla fase referendaria. Infine, con riferimento a quest'ultima, si affronta la questione dell'eventuale suddivisione del quesito referendario
