The pandemic has changed the lifestyle of citizens by changing the priority order of individ-uals in their real estate investment choices and has highlighted the problems of real estate development in recent decades, which has privileged the location more than the quality of the property pursuing unsustainable settlement models, widespread if not dispersed. The lockdown and smart working have highlighted the need to rethink living standards and con-sequently the real estate assets, favouring size and quality rather than just the location. In this scenario, urban regeneration represents a privileged scenario for intervention, although al-most always delegated to the initiative of private operators. On the basis of a combined eco-nomic-urban planning analysis, the article highlights the opportunities that urban regenera-tion can (and must) have on the real estate market and on society and what must then be the mechanisms of (good) government territory by public institutions to achieve a reasonable balance between collective interest and private interest (without demonizing the rent value).
La crisi pandemica ha stravolto il modo di vivere dei cittadini modificando l’ordine di priorità degli individui nelle loro scelte di investimento immobiliare e ha messo in evidenza i pro-blemi dello sviluppo immobiliare degli ultimi decenni, che ha privilegiato la location rispetto alla qualità dell’immobile, spesso inseguendo modelli insediativi insostenibili, diffusi se non dispersi. Il lockdown e lo smart working hanno evidenziato l’esigenza di ripensare l’abitare e di conseguenza il patrimonio immobiliare, privilegiando dimensione e qualità piuttosto che soltanto la location. In questo scenario, la rigenerazione urbana rappresenta uno strumento privilegiato di intervento, anche se quasi sempre demandato all’iniziativa degli operatori pri-vati. Sulla base di un’analisi combinata economico-urbanistica, l’articolo evidenzia le oppor-tunità che la rigenerazione urbana può (e deve) avere sul mercato immobiliare e sulla società e quali devono essere allora i meccanismi di (buon) governo del territorio da parte delle isti-tuzioni pubbliche per raggiungere un ragionevole equilibrio tra interesse collettivo e interesse privato (senza demonizzare la rendita).
