Italy’s inland areas and smaller towns are often characterized by depopulation, unemployment, precariousness of infrastructure, rarefaction of services and isolation, usually associated with a weak governance, unable to bring out a territory’s potential. In a ‘sensitive’ context, many and diverse are the phenomena that need to be governed in order to initiate a strategic transition process. The complexities of such territorial areas can be better understood by organizing indicators according to mathematical models capable of relating phenomena, quantitative and qualitative (perceptual), of various natures, analyzed in order to achieve better reliability of information. In order to implement development strategies, tools are needed that can return information and can inform strategies. The present research aims to identify valid models and verification tools for monitoring actions related to the three transitions (ecological, energetic and digital), with primary reference to the so-called marginal areas. It also wants to provide a comparative framework on the different strategic approaches as well as an insight into what is of most interest for the aim of governing complexity in ‘sensitive’ contexts, following an ‘integrated approach’ to the three transitions.

Abstract
