Technical planning, control and validation: Quality and effectiveness in public procurement action

This paper recounts the experience of the scientific collaboration agreement of the research group from DiAP of Sapienza University of Rome with the municipality of Rome’s Department of infrastructure development and urban maintenance (CSIMU) for the performance of technical support in the phase of drawing up the project technical brief and of verification and validation of the Technical and Economic Feasibility Design within the Institutional Development Contract programme titled CID “Roma Scuole Verd””, which is held up – for its articulation of involved parties, complexity of the operative and regulatory framework, and size of the interventions – as a best practice of inter-institutional partnership and capitalization of technical knowledge and skills aimed at achieving quality objectives in the processes implementing strategic works.
